and notice this:

Possible need for congressional approval

Although supporters of the compact believe the compact would be valid
without congressional approval, some critics maintain that the congressional
approval is necessary before the NPVIC can go into effect. Article I,
Section 10 <http://en.wikipedia.org/wiki/Compact_Clause> of the US
Constitution states that

No State shall, without the Consent of Congress, ... enter into any
Agreement or Compact with another State.

The U.S. Supreme Court
<http://en.wikipedia.org/wiki/Supreme_Court_of_the_United_States> has ruled
in Virginia v. Tennessee
<http://en.wikipedia.org/wiki/Virginia_v._Tennessee> , 148 U.S.
<http://en.wikipedia.org/wiki/United_States_Reports> 503
<https://supreme.justia.com/us/148/503/case.html> (1893), and several more
recent cases, that such consent is not necessary except where a compact
encroaches on federal supremacy.[39]
note-38> Every Vote Equal argues that the compact could never encroach upon
federal power since the Constitution explicitly gives the power of casting
electoral votes to the states, not the federal government. Derek Muller, an
opponent of the compact, argues that the NPVIC would nonetheless affect the
federal system in such a way that it requires Congressional approval.[40]
note-muller-39> Regardless, supporters of the NPVIC plan to seek
congressional approval if the compact is approved by a sufficient number of
states

And this is why Walt Leger should not be elected to any office
again.

Fellow Conservatives -

On Monday, the Louisiana House of Representatives will be
considering
legislation that seeks to alter the foundational principles of the
United
States. HB 1095 by Democrat Walt Leger would force Louisiana to cast
its
Electoral College votes for the winner of the national popular vote
regardless of who wins the state of Louisiana. Under this plan,
Louisiana
would have given its electoral votes to Al Gore in 2000 and Barack
Obama in
2008 despite both being rejected by a large majority of Louisiana
voters.

This is a well-funded nationwide initiative led by ultra-left
billionaires
such as George Soros to damage America's Federalist System. The
Electoral
College is an important institution, which helps preserve the
separation and
balance of powers between the States and Federal Government. We
cannot allow
the liberals in the Louisiana legislature to cede our states rights
and
undermine America's Founding Principles.

We must stop this bill in the Louisiana House! The vote is expected
to take
place on Monday afternoon. Please take a few minutes to call and/or
email
your Representatives and tell them to vote NO on HB 1095, the
National
Popular Vote Compact.
