[StBernard] Layoffs in St. Bernard Parish

Another little gem left behind by Taffaro.  An inflated budget caused by
overhiring because he thought the FEMA gravy train would never come to an
end.  I realize he has too much on his mind these days to care about this
anymore.  His attention is more focused on beating up motorists while he
rides his bicycle because he feels he owns both lanes of a highway.
