The law sounds as if the St. Bernard Voice would be able to bid, except this
time there could be competition from other publications outside of St.
Bernard parish.

How do we, the people, receive adequate public notice if the Official Parish
Journal is outside St. Bernard Parish?
I know little and am asking if The St. Bernard Voice can submit a bid?  The
Times Picayune would not serve our parish for this purpose, IMO.  ---- SJK
