I've got a feeling the council will say a "fee" doesn't require a vote of
the people but they sure better get an A.G. opinion on it before
implementing it.

	Wouldn't this require a vote of the people?
	Would this be a dedicated fee or just a general fee?
	
	What sources are currently dedicated to parks? What future funding
sources
	did they have in mind when they constructed that big building at Val
Reiss
	and added features at Torres Park?
	
	What sources are currently dedicated to the fire department? to the
	recreation department? to public works, mosquito control, road
lighting and
	sanitation?
