[StBernard] St. Bernard Parish residents could see new water bill fee

State A.G. Opinion 08-0293 March 30, 2009 La.Rev.Stat. 33:4169.1 Proposed
monthly $20 garbage and trash collection and disposal service charge
contemplated by Ordinance SBPC #892-0808, and the proposed mosquito control
service fee contemplated by Ordinance SBPC #893-0808 are both properly
classified as "fees." Accordingly, both can be implemented by the adoption
of ordinance.

The difference I see, and I could be totally off-base, is the current 2012
proposal reads "other revenue", particularly the allocations of monthly
fees or revenue towards Office of Community Development, Public Works, and
Recreation. This is in the links on the August 7 2012 Council Meeting
Agenda, on the Council website under Meetings and Agenda. Also, the
proposal is based on collections of revenue beginning September 1 2012 and
for 15,000 households. What are the businesses paying?
