[StBernard] Recovery/master plan etc. from 2006 Waggoner & Ball

I think that at that time, some funding for the parish was contingent upon having a master plan. The council passed a resolution approving the Wagnor and Ball plan but I don’t believe it was ever approved by ordinance and signed into law.
