unaccountability in the general fund...... its like free money;they cannot
budget with the amount they have now.

	Which I *think* they want to put toward the general fund.  If that
is
	correct, they will then want to institute a "fee" for
sanitation/garbage for
	residents, so what will that have accomplished?
