[StBernard] St. Bernard to consider residency requirement

Residency requirement for public employees have never made sense and they
defy common sense.  It's like saying the possibility of an employee losing
his or her paycheck is not sufficient motivation for them to do a dedicated,
good job.  But if you force them to live in the parish, well that means
we're assured they'll do a good job...right?  Don't count on it.  The only
thing a residency requirement delivers is it assures the parish government
has "limited" its ability to attract the very best employees.
