[StBernard] St. Bernard to consider residency requirement

not certain, but thought the intention was more towards economic
development. IF all school teachers, administrators, school board employees,
sheriff deputies and fire men and ALL parish government workers lived in St
Bernard Parish there would be that many more homeowners and that much larger
of a sustainable tax base.
