Unless there was a contract between Peralta and Torres stating Peralta was
to repay Torres for the commercials, then Torres made an inkind contribution
of $118k to Peralta's campaign.  I've heard of such suits being filed so
parties like Torres can write it off as an uncollectible loss against gross
revenue.

Torres IV's company SDT Productions, LLC. It alleges Peralta owes it about
$118,000 for various campaign commercials it produced and put on local
television stations during Peralta's parish president campaign in fall 2011.
