	If the icemaking machines were leased, even at no cost, then the two
	businesses that had them at the time they were lost during Issac are
legally
	responsible for them...right?  Somebody sure as hell is.  So why
isn't the
	current administration seeking damages from those who had possession
of the
	machines?
