Advertised as the largest partially developed subdivision in St. Bernard
Parish, a 48-acre parcel is on the market in Meraux. The land, listed on
Tuesday by RE/MAX Commercial Brokers at about $2.4 million, has 171
residential lots and two commercial lots facing East Judge Perez Drive.

In a move to draw people to its population-drained, post-Hurricane Katrina
parish, St. Bernard Parish government offers prospective home buyers up to
$30,000 through a soft-second mortgage program paid for through U.S. Housing
and Urban Development Department Community Development Block Grant funds.

"With average residential lot sizes of 75 x 110, enhanced levee protection
and CDGB Soft Second Mortgage Program eligibility, the property provides
developers with added marketability to future buyers," said listing agent
Matt Eaton.

St. Bernard, where nearly 80 percent of housing units had severe damage from
Katrina's storm surge and levee breaches, has since experienced the most
dramatic population decline of any parish in the state, according to the
2010 census. Its population fell by 47 percent from its 2000 figure of
67,229.

The partially developed subdivision, named Chaperon Estates, is listed by
RE/MAX for $2,399,000. In its announcement about the listing on Tuesday,
RE/MAX describes St. Bernard as an area experiencing rapid growth.

St. Bernard was the nation's second fastest-growing country between April 1,
2010, and July 1, 2012, according to 2013 U.S. Census Bureau population
estimates. It jumped 16 percent -- or by 5,738 people -- from 35,897
residents to 41,635.

Chaperon Estates "includes an entry bridge, partially completed street,
green space, a full set of subdivision plans, and an income-producing
billboard," according to the RE/MAX announcement. Its listing price comes to
$49,979 per acre.
