[StBernard] St. Bernard air quality improving, DEQ says, citing Rain CII plant work

Rain CII "promised" to reduce production rates when emissions cause a spike
at the monitor, located towards the north of the facility, and to used a
lower sulfur content feedstock. There is no promise for parameter
monitoring or what Rain CII will do next time residents in Orleans Parish
are experiencing healthy levels of sulfur dioxide. Only St Bernard Parish
was labeled nonattainment.

Why not put reduced production rates. restricted sulfur content feed, and
lower emission limits in the regulatory permit? Rain CII recently submitted
its Title V permit renewal, and although it is has not yet public noticed,
the emissions levels remain the same at 7,000 tons of sulfur dioxide per
year (that's Fourteen MILLION pounds per year). Promises are nice, but the
proof is in the permits.
