Let's summarize what this story says.  St. Bernard taxpayers weren't dumb
enough to go along with more taxes for the LBBLD when the LBBLD could not
prove they really needed it, especially when in light of some T-P stories
questioning the need for certain positions at the LBBLD (i.e. deadhead
positions) and their spending practices.  So because St. Bernard taxpayers
were smart enough not to play along, they are now looking for a way to go
around St. Bernard taxpayers by creating a bigger tax district to where they
believe the majority of votes in the other parishes will crush the anti-tax
voters in St. Bernard.

I think that pretty much sums it up.

if not mistaken, the vote to increase property taxes for LBBLD failed mainly
due to opposition from voters who reside outside the levee district
 
perhaps this new district should consist only of property owners inside the
levee protection area
