[WASTE-list] TextFilterProc

While we can use the TextFilterProc to filter out keystrokes, we 
actually want to tell Waste not only to not handle the keystroke, but 
we want Waste to return EventNotHandled error so that the underlying 
host-runtime can have a chance to handle it. Is that possible?
