Harry –

Seems that I remember that after getting a lot of coal empties back from the NYC at odd places (Detroit on the old Wabash if I remember correctly) the N&W got a decree from the ICC that a road could not deliver more empties back at a given point than they got loads from that point. NYC (the old T&OC) got the coal (for Ford at Detroit, if I remember correctly) at Columbus (could have been Toledo, but it sure wasn’t Detroit), so it had to deliver the empties back there.

Salt Water:
There appears to have been a slight mileage advantage to route the coal
via Logansport, but I suspect it went to Ridgeville, IN up to Ft. Wayne and
moved to destination on the PRR's New York-Chicago main line. That way
it avoided all the congestion of the Chicago suburbs.

Incidentally, some of the US Steel coal was billed from Gary, WV to Gary, IN.

After the PRR/NYC merger, the route used by PC to return the mty hoppers
proved to be costly to N&W . . . . .but legal. Harry Bundy
