Why would a Southern loco be seen on an N&W train?  Could this happen before 1982?

Shows location as: Wilcoe, Pinhook, Bluefield WV August 22, 1982
Can anyone verify the location of these shots?  My guess is Wilcoe, if it survived 'til '82.
