Tender inspection hatches

 The plates were in this location for inspection of the water "legs", which would otherwise be difficult to reach from inside the rest of the cistern. In many of the tenders, this was a retrofit, indicating that experience with inspection inspired this innovation. It may not have been unique to N&W, but I think it may have been.

 Steam tenders had a large (?) round inspection plate in the lower forward lt & rt corners. Was there a reason for this being in that location? Was there a shutoff valve or something in that area that needed periodic maintenance? Strainer/filter? 
Were the interiors of all tanks open for access through the baffle plates from rear to front through the water fill hatch?
