Leland P. Cook, Jr. passed away recently as well on Nov 6 due to illness:

started Tradewest in 1985 and licensed titles like Double Dragon,
Battletoads, and Super Off Road for the NES. His visage also appears
as the final boss in Ikari Warriors as Colonel Cook
thanks to the love SNK had for his personality. He doesn't have a rapsheet
on MobyGames, but his son, Byron, does:
