It's the responsibility of the state to collect important artefacts. They already collect word, music and movies... Why exclude computer games? What happens if a company goes out of business? I am glad they did not decide like this for movies or music, otherwise some of our heritage would already be lost.

The day the finally decide something they will find out they media they intend to archive is dead.
