Venezuela won't change its time zone until January. Not even el
presidente could keep the sign straight in his announcement of which
way to reset the clocks.

I can hardly imagine a better example that time zone and daylight time
changes (and as discussed in this list, leap seconds) deserve five
years of advance warning. I wish IERS would take the lead here so
that the politicians, legislators, and bureaucrats might get a clue
that there are deep and broad technical implications in a world with
hardware and software that thinks it knows what the civil time is.
