This isn't going to be made easier if human clocks are detached from time-of-day.  Dates are tied to the Sun.  Clocks are currently also tied to the Sun.  Complete the syllogism.

One wonders if many (or any) historians - or even just historians of astronomy - are aware of the UTC shenanigans over the past decade.
