[LEAPSECS] Telescope pointing

There seems to be confusion between the preprint table of contents and the
titles of the papers one finds upon clicking the link. Could you specify how
to get to the preprint?

Pennsylvania, Decoupling Civil Timekeeping from Earth Rotation

preprints.

The bottom line is that the effect on telescope pointings is divided based
on the role of human operators in their systems.
