I'm not sure if I have a clock that will show the leap second (I have
some cheap DCF77 clocks, but who knows how they handle it), so I wrote
a program that can reconstruct UTC from system time synchronized by
NTP/PTP using the right/UTC timezone and display 23:59:60.

It should work on Linux and possibly other systems where the kernel
steps the clock back when it gets to 00:00:00.
