I recommend Leap Second Handling (1), "Enumeration of UTC seconds when 
inserting a leap second" be modified to half second steps:

2015-06-30 23:59:59.0
2015-06-30 23:59:59.5
2015-06-30 23:59:60.0
2015-06-30 23:59:60.5
2015-07-01 00:00:00.0
2015-07-01 00:00:00.5
2015-07-01 00:00:01.0

That makes clear the correct notation for events inside a leap second.
