No, he's clearly proposing to leave TAI exactly as it is, and just to
use it in place of UTC for applications other than civil time.  In his
view, "wrong" = "disagreeing with solar time".  It's clear enough from
the sentences that you quoted, but it also refers back to the preceding
paragraph, in which he set up the view that the divergence between atomic
time and solar time means that one of them is getting "progressively
more wrong", and showed that he's not satisfied with viewing solar time
as the one that's wrong.
