Sure, but in this case, the new fields would be informational
only, so it's not a problem if a given client doesn't grok them.
(And the RFC 5905 extensions are, AFAIK, backwards compatible;
older NTPv3 clients should cleanly ignore them.  Any that don't
will have other problems.)
