I dare say everybody on LEAPSECS have shorter shelve lives than any of 
the TAI-UTC viability guesstimates. It will have to be adjusted 
sometime, no doubt, but we can't know how yet. So lets find a counting 
solution that has range in excess of current guesses and engineers of 
the future can decide what to do about it then.
