I think code blocks would have to be an exception to the
two-blank-lines-ends-anything rule, since it's pretty common to skip
multiple lines in source code.
Didn't John Gruber mention a possible return to the colon syntax for
code blocks?  I have mixed feelings about that, but it would clarify a
lot of this stuff.
