Sunray, VA and Perrows, VA were examples of flag stops on the
VGN that were non-agency stations. One consequence of receiving
passengers at non-agency stations was that the conductor had to
cut a cash fare. He'd consult the tariff and charge the passenger
the appropriate fare -- most of the time. From time-to-time the
accounting department would put an auditor aboard disguised as a
revenue passenger. The auditor would keep notes and compare them
with the conductor's passenger report to make sure the "captain"
wasn't pocketing the cash fares. Problem was the auditors stuck
out like a sore thumb. Most of VGN's clientel didn't dress like
they were riding The 20th Century Limited. The auditors ? Well
they always wore a suit and tie. Harry Bundy
