It's a lot more complicated than that. As a GE Erie retiree, I keep tabs
on developments up there, even though I've been gone 16 years now.
Recently, GE Erie management announced plans to eliminate 950 jobs in Erie and
move the work to Ft. Worth; under the union contract these plans were
negotiable, and you are correct that they could not reach an agreement that would
have prevented this. However, and this is a big "however", the Ft. Worth
plant was already in service, and the only open question was how much
production and of what would take place there versus remain in Erie.

It's important to note that the new EMD plant in Muncie, IN, under
Caterpillar management, is non-union. This has major implications for GE, and you
don't have to have insider information (which I most certainly do not) to
figure out that Ft. Worth is part of their response.

Reality is often unpleasant, but it's always reality, and you'd better deal
with it.
