At the time of the pending merger, there was consideration
for where to put the general office so that the merger
wouldn't appear biased.  Lynchburg and Manassas were
two locations that were "possibles".

Although the NS was not to be dominated by either company,
the departments within were.   Mechanical was dominated
by N&W personnel.  Transportation was dominated by Southern
personnel.  Engineering/Maintenance was Southern.

That Transportation (the policy-making branch of the Operating
Department) was Southern-controlled became pretty evident.
The NS had a run-through freight from Hagerstown to 
Sheffield, AL.  The route ?  Not Roanoke-Bristol-Chattanooga,
but Manassas, Salisbury, Greenville-Atlanta-Sheffield. From
memory, a GP9 was rated at 900 tons over Manassas Gap on
the former Southern.
