The Class A and Roller Rods

I can't image there would be a cost benefit savings in making  a conversion .  A conversion would have involved a lot. New Axles, wheel centers, crank pins, rods and a lot of other stuff
Would have not been cheap

     Being that the last batch of Class A locomotives received the roller bearing rods, has there ever been a reason given that these same rods were not retrofitted to the other Class A's?
