I vote 3 tier also (been thinking of servlets also); those developing 
that middle tier might need a local development system though to test 
against. Do you have a favorite servlet engine? I've used jigsaw 
(convenient, simple, not too daunting) from w3c and I understand jserv 
can work very well if you are already comfortable with apache 
configuration. I don't know if there are any where you can update the 
servlet code without restarting the servlet engine though.
