To be eligible to recieve a grant for Small Business Diaster Relief, the
applicant must be an owner or principal in a for-profit, private sector
business that had fewer than 100 employees on August 29, 2005.  This grant
is designed to provide gap funding for elements that insurance will not
cover to assist small businesses' re-entry into the economy.

This is for people that got a big knot in the stomach when the insurance
company said "Sure you got business contents coverage, but oh what a shame
it doesn't cover flood".
