Cindy,

I am not sure exactly what you are referring to, but the compliance funds
(which are up to 30,000 not an automatic 30,000) are designed to assist
flood insured owners in the cost of raising homes. One will have to raise
his property if the property is not compliant with a flood elevation
requirement. As of now, there has been no change in St. Bernard. The
people who repair a home (regardless of the damage) or rebuild a home before
the flood plain changes will do so at the current elevation requirements.
If the elevation changes after that, the individual will be grandfathered
in. There are not suppossed to be any penalties in terms of premiums for
grandfathered properties.

If you are already out of compliance with the elevation requirements and are
more than 50% damaged then you must come into compliance at the current
elevation or the elevation change if the rebuild is not done until after a
change is made.

Please advise how this will affect our ability to access the $30,000.00
Increased Cost of Compliance that is built into the Flood Insurance
Policy. It is my understanding in reading the literature regarding
this, that a property would have to be declared more than 50% destroyed
and would also require an increase in building code associated with the
floodplain management program.

Obviously, access to this $30,000.00 for those interested in rebuilding
would be helpful. Please advise what direction this is proceeding in.
