I am not sure on this one but I believe that as long as you have the proof
of purchase or legitmate bill of sale you can take title where you are.
Have the VIN and make and model of the purchased vehicle in your proof of
purchase.  Check with any title agency- they can probably give you specific
instructions.

We lost 3 vehicles in the storm, received our insurance payout for one.
Purchased a new vehicle that is out of state in Indiana, as of today..we
have plans to go pick it up the week of Thanksgiving. What will I need to do
and where to get a license plate, and transfer the title? I was a St.
Bernard resident, living in Florida since storm but going to Ms in the next
few days before going North to visit ill relatives for the holidays. We will
be driving the new vehicle back and need to know what we need to do to be
legal in doing so. Any help is appreciated. I won't have the title in my
possession until I get there, and it's a motorcycle. I can call an get
insurance now I believe through geico...but need information on how things
