[StBernard] EPA Halts Debris Removal in Murphy Spill Area

Craig - if the EPA has halted removal of debris from the spill area, what
about items being salvaged?  It just seems strange that debris can't be
picked up and junked cars can't be removed, but anything a homeowner wants
to take is okay.
