PARISH UPDATE FOR 12/16/05

Housing

Perhaps the most dysfunctional part of the recovery process is the arrival
of travel trailers for both individual and group sites.

Currently, there are approximately 250 trailers at home sites in St. Bernard
Parish. At a recent meeting with the trailer subcontractor (Fluor-Daniles),
it was demanded that the obstacles to the trailer delivery process be
finally addressed properly. We have demanded that the trailer delivery
count increase to 100 trailers a day for people to occupy. It should be
noted that even at 100 trailers a day it will still be into the spring to
house individual trailer requests.

Additionally, we have begun to formally track trailer issues that have not
been resolved. The trailer subcontractor has agreed to place an employee in
the parish to handle all of the trouble shooting of the trailer placement
process. There is an additional expectation that has been placed on the
contractor is to build an accurate schedule that identifies each applicant
to a deadline for delivery.

Insurance

The insurance issue continues to be less than acceptable. The council has
requested the attorney general's office to file suit against the insurance
industry for lack of reasonable service and benefits paid.

Another issue is the limited access to new insurance policies for
homeowners. The current standard has been that pre-existing policies will
be renewed for property owners.
