[StBernard] unused FEMA trailers??

Several thoughts:
 
- why are there unused FEMA trailers on the side of paris(h) road when 80
year old couples are sleeping in pop up tents waiting for theirs?
Are those earmarked for some special use?
 
- What about those FEMA trailers in Jefferson parish where people used them
for a month while fixing their sheet rock, move back in and park it empty?
Some even moved to lots for storage?
Cant fema keep track of those who need a trailer only for a short term and
then pass it on to those getting kicked out of hotels, sent out of state
never to be able to clean up their house, and sleeping in tents?
 
Somehow the logic of helping and use of priorities seems to have gotten
lost.
