I hesitate to refer you to the insurance commissioner, but try it anyway at
800-259-5300. The issue you are bringing up is the issue that so many of us
are facing; the insurance industry has the potential to kill redevelopment
for a lot of people and at this point just being referred to the FAIR plan
or surplus lines is going to price many people out of the market.

You may also try reaching your former agent and see if he/she can give some
expert advice on this.

I'm trying to purchase a home in St. Bernard.

First, I will need to make a loan to purchase the home. State Farm says
they can't provide me with Homeowner's until the house is completely
renovated. State Farm can not provide me with Builder's Risk because it's
not new construction. I can't begin renovations without the loan. I can't
get the loan without insurance. I can't get insurance unless the house is
complete. Can someone provide me with the answer? I know there must be a
way around this.
