the way it was explained to me was----fema's contractor installs the pole
and is suppose to turn in the permit to safety and permits dept of the
parish---the lady at safety and permits stated that they call in the
completed jobs every day to lpl---then the process is completed and all you
have to do is open an account with lpl and they will come out and energize
the pole. ----that is the way it is suppose to work but you still have to
spend days on the phone tyring to get every one  to do their jobs. good luck
