[StBernard] Removal of Oil Spill Area soils

I have one question ...
 
   If Murphy has claimed the "oil spill" only occurred over a select number
of blocks- with 10 ft of water and oil floats on top- and it only hit a few
blocks (I digress, sorry), why is the parish/Murphy cleaning up the top
layer of soil all along Judge Perez all the way "down da road"?
