Got a response from Entergy giving me a phone number for the permit office
504-278-4306 or 504-278-4307.
Called and got a ring and an answer. The nice lady tells me that the
electrician applies for the permit. Hope he did. Will have Pastor call him
again to check on this. 
So, I got all worked up for nothing again (as usual, during these emotional
times).
Hope this roller coaster slows down some soon or I am gonna be s... dizzy.
