Joe,

I think you are misunderstanding.  Everyone has to pay Entergy for their
electricity.  The difference is some people have FEMA paying the electrician
to connect the service while others it seems have to get their own
electrician.

account with lp&l and are being billed for the electricity.  In some cased
lp&l used the same meter that was in the house.  

you are right it is not fair for some to pay and others not
