For those kvetching about the Baker plan, some of the affected did not
choose to not carry flood coverage.  In the end, it came down to simple
economics--pay a house note, or buy flood coverage.  
 
To add insult to injury, Standard Mortgage (to name one company)
categorically refused to escrow our flood coverage.  If the mortgage
companies are going to escrow homeowners, then dangit, they oughta escrow
all of the insurance coverages!  Methinks some reform is needed!
