The MRGO was completed BEFORE Hurricane Betsy hit in 1965. The MRGO brought
Betsy's storm surge to the 40 Arpent (back protection levee) levee which was
the only thing protecting St. Bernard Parish from flooding. Betsy's storm
surge also caused the Industrial Canal levee to fail and flood the lower
ninth ward and Arabi. Eighty people died in the ninth ward.
So, this is the second time the MRGO has caused flooding of St.Bernard and
Orleans Parishes, except more people were killed this time.
