I would suspect that a big part of the problem is individual property
ownership and right of way. To have a whole community left to purposely
flood, even to let nature raise the elevation, brings on another problem
with getting permission from each property owner. How many would be willing
to go forward with it? And to do it right, you would have to level every
building in the area. I suspect the only way this could happen is to have
either the state or federal government buy all the land from the homeowners,
and those that would not agree to sell would have to be forced....it would
be a mess.
