Has anyone thought that SBA's concept of not paying off the mortgage could
be because if the people are going to re-build they can still pay their
mortgage on a monthly basis.  If the people are relocating then it would be
wise to pay off the mortgage and start over again.  SBA is only going to
lend you what they want to anyway, based on your income and the amount you
got from your insurance.
