Be careful here.

In industry, anything over four feet deep is considered a permit-required /
enclosed space.

Be sure to provide lots of fresh air with fans or whatever as hazardous
gasses and reduced oxygen levels will surely be present in the empty pool.

Also, if someone passes out in an empty pool, do not attempt a rescue.
Over half of the fatalities that occur in an enclosed space are rescue
workers that are not properly equipped for the job. You can't hold your
breath long enough to go in and pick up an unconscious person and carry them
out.

My suggestion for the pools is to get some chlorine (pills or powder) and
pour it into the pool. This may have to be done each week, but this will
keep the mosquitoes or anything else from living in there. To clean it, I
believe you are going to have to pump the water out of the pool with an
external pump and clean up all the mud. Your pool pump will not do this.
There will probably be about 2 foot of mud at the bottom when the water is
drained. I personally would then shovel out the mud and scrub the sides.
Be careful on what you use on the side as not to hurt the pool. Bleach and
be harsh depending on the kind of pool you have (cement or
fiberglass) Of course, I would not do the clean up until I have power to
run the pump which probably needs to be replaced.
